In May of 2010, the Palm Springs Police Department closed its local jail. Prior to this point, detainees were held until their initial court date in the jail portion of the police department. Bail was simple; often taking no more than 15 minutes for an arrestee to be bailed and released. The Great Recession hit Palm Springs hard as well however, the City Council decided to close the jail and instead send detainees off to a County of Riverside jail facility in a budget battling move. So now, instead of a streamlined and easy process that could have the arrestee back poolside in a matter of a couple of hours, it takes quite a bit longer.

THE ARREST AND BOOKING PROCESS IN PALM SPRINGS

****NOTE: Cathedral City and Desert Hot Springs follow this model exactly, except obviously they take the inmate to either the Cat City or DHS PD for arrest, before they are taken to the Larry Smith Correctional Facility (Banning County Jail) ****

While the arrest process certainly takes longer, it is still pretty simple. When arrested, a person will be transported to the local police station for initial paperwork, statements and other investigatory requirements. At this point a bail bond is not yet possible. The arrestee is in the system and until the officers and agencies are done with their process, the bail bondsman is kept at bay. Once the reports and files have been finished the person will be taken to THE LARRY SMITH CORRECTIONAL FACILITY in Banning Ca. -- known around these parts as the Banning County Jail or the Banning Road Camp. Once a person gets to the Banning Jail, a bail bond is closer but still not immediately available. First, the person must be "cleared for bail' by the detention center. This process can take from 2-5 hours depending on how busy the jail staff has become. It entails "booking' the detainee into the jail -- taking fingerprints and pictures and changing out of street clothes into jail issued ones. At this point the inmate will have access to a phone and will be able to call a local bail bondsmen (if they are smart or lucky they will choose to call EL DON BAIL BONDS - as we have done this for a LONG time and will make it easier and faster), or any other local landline, so long as it does not have a collect call block on it. Calls to cell phones are prohibited unless the recipient has established a special account with Global Tel Link ( GTL ) to accept such calls. Meanwhile, the inmates file will make its way up to the business office where the arrestee's fingerprints are sent through a national warrant database to make sure they are not wanted in other jurisdictions. When that report comes back, the current case information is entered into the system and the inmate is 'cleared for bail' and a bond may be posted (of course, EL DON BAIL BONDS can normally get a bond to the jail very soon thereafter, while other bail bondsmen can do it sometime later). ONCE THE BOND IS POSTED WHAT TO EXPECT

The facts about the release procedure after having posted a bail bond at the Banning County Jail.

Once a bond is posted with the jail the release time is normally between 4-6 hours. This is the time it takes the jail to go through the process that they must do in order to release ANY inmate from jail -- bonded out or court released. Bail Bondsmen do not have any say over this period, and any bail bondsmen that says differently is lying. The way we affect the release of an arrestee is with fast POSTING of the bail bond -- after that it is out of our hands. Please do not let deceitful bondsmen convince you otherwise.

Also, in order to be released from the Banning Jail, the person MUST have a ride present to pick them up. The jail will not release an inmate without a ride. If the person stays for a prolonged period of time without a ride, they will be put on the first bus to the downtown Riverside jail, where they DO release right to the street. The person picking up the inmate must check in at the very clear and obvious security gate. They must park on the right side parking lot when coming to the end of Hargrave Avenue (see directions link below if necessary) and proceed to the guard shack with a PICTURE ID . Tell the Deputy the inmates name you are ready to pick up and return to your car. It normally takes 30-60 minutes for the inmate to be released -- provided they have called and said they are ready to be picked up.
